Sam came from Shy Guy's Toybox. His parents were never home, so he roamed around freely as he wished. It wasn't until his eleventh birthday that he stumbled onto a warp pipe to Lemmy's Land. When he got a job as an interviewer, he found an Entei and caught it. He will likely continue interviewing until the day he dies.
