He was originaly a Boo, but one fateful day when he was sniffing his flowers, he fell in his pot, Yoshi came 30 seconds later and Kamek used his magic before he could get out, and that's when Roger became a potted ghost. His Shy Guys didn't want him or them to get killed, so they helped Roger out. In the end, they all got pushed over by Yoshi into the pit, and Roger broke out of his pot and continued living normally as a Boo normaly. Or did he?
